Three Bangladeshis killed in ‘drunk shooting’ by BSF man

At least three people including a mother and her child were shot dead and another was injured yesterday as a ‘drunken’ member of Indian Border Security Force (BSF) ran amok at Majhipara of Tetulia upazila in Panchagarh.

The villagers caught the BSF member with firearms and handed him over to the BDR.  The deceased were identified as Majeda Begum, 30, her two-year-old son Mamun and Golam Mostafa, 55. Majeda’s husband Shahidul Isalm, 40, sustained bullet injuries in the incident. His condition was stated to be critical. A BDR high-up confirmed the killings of three Bangladeshis and the detention of a BSF member.

Taherul Islam, officer-in-charge of Tetulia Police Station, told The Daily Star, “A BSF member in uniform intruded into Bangladesh territory at about 10:00pm and attacked the house of Shahidul Islam. He started firing indiscriminately killing Majeda, her son Mamun and their neighbour Mostafa on the spot.”

“Shahidul received two bullets during the attack,” the OC said. At one stage, the villagers caught the BSF member and beat him up. Quoting the villagers, the OC said the BSF member was drunk. On information, BDR members rushed to the scene and took the BSF member into their custody. Sources said tension ran high in the area after the incident. Reported by The Daily Star.

পঞ্চগড়ের গ্রামে ঢুকে তিন বাংলাদেশীকে হত্যা করেছে বিএসএফ

পঞ্চগড়ের তেঁতুলিয়ায় মাঝিপাড়া সীমান্তের ময়নাগুড়ি গ্রামে ঢুকে রোববার রাতে তিন বাংলাদেশীকে হত্যা করেছে ভারতীয় সীমান্তরক্ষী বাহিনীর (বিএসএফ) সদস্যরা।

নিহতরা হলেন- ময়নাগুড়ি গ্রামের গোলাম মোস্তফা (৩৫), তার প্রতিবেশী মাজেদা (২৫) ও মাজেদার ছেলে মামুন (১)। মাজেদার স্বামী শহীদুলকে (৩০) আশঙ্কাজনক অবস্থায় রংপুর মেডিকেল কলেজ হাসপাতালে পাঠানো হয়েছে।

পঞ্চগড় ২৫ রাইফেল ব্যাটালিয়নের ভারপ্রাপ্ত অধিনায়ক মেজর শেখ ফরিদ বিডিনিউজ টোয়েন্টিফোর ডটকমকে জানান, গ্রামবাসী ও বিডিআর সদস্যরা এক বিএসএফ সদস্যকে আটক করেছে।

তিনি বলেন, বিএসএফ সদস্যরা রাত সোয়া ১০টার দিকে গ্রামে প্রবেশ করে। গ্রামের লোকজন বিষয়টি টের পেয়ে বেরিয়ে আসলে বিএসএফ সদস্যরা নির্বিচারে গুলি চালাতে শুরু করে। এতে পাশাপাশি বাড়ির ওই তিন জন ঘুমন্ত অবস্থায় গুলিবিদ্ধ হয়ে মারা যান।

বিএসএফ সদস্যরা চলে যাওয়ার সময় গ্রামবাসী ও বিডিআর তাদের একজনকে আটক করে।

রোববার মধ্যরাতে ঘটনাস্থলে পৌঁছে দেখা যায়, গ্রামের অধিকাংশ মানুষ বাড়ি ছেড়ে কালান্দিগঞ্জ উচ্চ বিদ্যালয়ে আশ্রয় নিয়েছে। নিহত মোস্তফা ও শহীদুলের বাড়িসহ আশেপাশের বাড়িতে গুলির চিহ্ন রয়েছে।

শহীদুলের প্রতিবেশী আলমগীর হোসেন বিডিনিউজ টোয়েন্টিফোর ডটকমকে জানান, রাতে হঠাৎ গুলির শব্দে তার ঘুম ভাঙে। বিএসএফ এর হামলার বিষয়টি বুঝতে পেরে সাইকেল নিয়ে তিন কিলোমিটার দূরে মাটির পাড়া বিডিআর ক্যাম্পে খবর দেন তিনি।

গ্রামবাসী জানায়, ঘটনার আধঘণ্টা আগে থেকেই সীমান্তের বৈদ্যুতিক বাতি বন্ধ রেখেছিল বিএসএফ। অনুপ্রবেশের বিষয়টি পূর্ব পরিকল্পিত বলে ধারণা করছেন তারা।

মেজর ফরিদ রাত সাড়ে ১২টার দিকে বিডিনিউজ টোয়েন্টিফোর ডটকমকে বলেন, “ঊর্ধ্বতন কর্মকর্তারা ঘটনাস্থলে পৌঁছেছেন। পুরো এলাকায় বিডিআর সদস্যরা অবস্থান নিয়েছে।”

এক বয়স্ক লোক হোয়াইট হাউসের পাশের সরু রাস্তা দিয়ে পায়চারি করছিল। হঠাৎ সে দায়িত্বরত হোয়াইট হাউজের এক প্রহরীর দিকে এগিয়ে গিয়ে বলল “আমি প্রেসিডেন্ট জর্জ বুশের সাথে দেখা করার জন্যে ভেতরে যেতে চাই।” প্রহরী লোকটিকে সবিনয়ে বলল “জর্জ বুশ এখন আর আমেরিকার প্রেসিডেন্ট নন এবং তিনি এখন আর হোয়াইট হাউজে বাস করেন না।” এই কথা শুনে লোকটি প্রহরীকে ধন্যবাদ দিয়ে চলে গেল।
পরদিন সকালে সেই লোকটি আবার সেই প্রহরীর সামনে এসে বলল যে সে প্রেসিডেন্ট বুশের সাথে দেখা করার জন্য হোয়াইট হাউজের ভেতর যেতে চায়। প্রহরীটি আবার তাকে জানাল যে বুশ এখন আর প্রেসিডেন্ট নন এবং হোয়াইট হাউজে আর বাস করেন না। এই কথা শুনে লোকটি বিদায় নিল।
তৃতীয় দিন আবারো সেই লোকটি সেই একই প্রহরীর সামনে এসে বলল সে প্রেসিডেন্ট বুশের সাথে দেখা করতে ভেতরে যেতে চায়। এবার স্বভাবতই সেই প্রহরী একটু রাগান্বিত হয় এবং লোকটিকে রাগী স্বরে বলে “আপনাকে আমি কয়েকদিন বলেছি যে বুশ এখন আর প্রেসিডেন্ট নন এবং তিনি এখন আর হোয়াইট হাউজে বাস করেন না। তবুও কেন আপনি প্রতিদিন একই প্রশ্ন করেন? আপনি কি আমার কথা বুঝতে পারেন না?”
লোকটি মৃদু হেসে বলল “আমার প্রশ্নের উত্তরে আপনি যে কথাটা প্রতিদিন বলেন, এই কথাটা বার বার শুনতে ইচ্ছে করে, তাই প্রতিদিন একই প্রশ্ন নিয়ে আসি!”

অবিলম্বে ক্ষমতা হস্তান্তরের জন্য বৈঠক হোক

বাংলাদেশের বর্তমান সরকারের আইনগত ও নৈতিক ভিত্তি খুবই নড়বড়ে হয়ে গেছে। এ দুই দিক থেকেই এমন সব প্রশ্ন দেখা দিয়েছে যেগুলো বাস্তবিক পক্ষে প্রধান উপদেষ্টা ড. ফখরুদ্দীন আহমদের কথিত তত্ত্বাবধায়ক সরকারকে অস্তিত্ব সঙ্কটে ফেলে দিয়েছে। গত ১২ মে টেলিভিশন ও রেডিওর মাধ্যমে প্রদত্ত ভাষণে প্রধান উপদেষ্টা বলেছিলেন, ‘২০০৭-এর ১২ জানুয়ারিতে এক অনিবার্য পরিবর্তনের পটভুমিতে আমরা দায়িত্ব নিয়েছিলাম। আজ প্রায় ১৬ মাসের সংস্কার কার্যক্রমের ভিত্তিতে আমরা কাঙ্ক্ষিত রাজনৈতিক উত্তরণের চুড়ান্ত পর্যায়ে উপনীত হয়েছি।’ তাঁর ওই ভাষণের ঠিক ৬ মাস পর দেখা যাচ্ছে যে, তাঁর সরকার নিজেই পরিবর্তিত হবার পটভুমিতে দাঁড়িয়ে রয়েছে। আর তা বহু বিলম্বিত জাতীয় সংসদ নির্বাচন অদুর-ভবিষ্যতে অনুষ্ঠিত হতে পারে সেই সম্ভাবনার জন্য নয় মোটেও। বরং তা এ কারণে যে, এই সরকারটি সাংবিধানিক বৈধতা হারিয়েছে। আর তা হয়েছে এ সরকার এবং এর হুকুমে প্রতিষ্ঠা করা নির্বাচন কমিশনের কর্মকান্ডের জন্য।

গতকাল দৈনিক আমার দেশ পত্রিকায় সাংবাদিক কাজী হাফিজ রিপোর্ট করেছেন যে, ১১ সদস্যের সরকারের মধ্যে প্রধান উপদেষ্টা ড. ফখরুদ্দীন আহমদ এবং আরো ৬ জন উপদেষ্টা যথা-ড. মির্জ্জা আজিজুল ইসলাম, ড. ইফতেখার আহমদ চৌধুরী, ড. সিএস করিম, ড. হোসেন জিল্লুর রহমান, জনাব আনোয়ারুল ইকবাল এবং বেগম রাশেদা কে চৌধুরী তাদের বর্তমান সরকারি পদে থাকার যোগ্যতা হারিয়েছেন। কারণ, আমাদের সংবিধানের ৫৮গ(৭) অনুচ্ছেদে স্পষ্ট বলা আছে, তত্ত্বাবধায়ক সরকারের উপদেষ্টা হতে হলে সেই ব্যক্তিকে ‘সংসদ সদস্য হিসেবে নির্বাচিত হইবার যোগ্য’ হতে হবে। এখন নির্বাচন কমিশনের প্রস্তাব করা এবং এ সরকারের পাস করা গণপ্রতিনিধিত্ব (সংশোধিত) অধ্যাদেশে বলা আছে যে, কোনো সরকারি, সামরিক বা বেসামরিক, চাকরি থেকে অবসর নেবার পর ৩ বছর পার না হলে তিনি সংসদ সদস্য নির্বাচনের যোগ্য হবেন না। ওই আইনে এও বলা আছে যে, কোনো বেসরকারি সংস্হার প্রধান নির্বাহীও চাকরি ছাড়ার পর ৩ বছর পার না হলে সংসদ সদস্য নির্বাচনের জন্য যোগ্য হবেন না। উপরোক্ত ৭ জনের মধ্যে ৫ জনের বেলায় প্রথম শর্তটি এবং ২ জনের বেলায় দ্বিতীয় শর্তটি প্রযোজ্য।

নির্বাচন কমিশন যখন এ সংশোধনীগুলো প্রস্তাব করে তখনই প্রশ্ন ছিল যে, এই জাতীয় শর্তগুলো আদৌ গণতান্ত্রিক কিনা। শুরু থেকেই একটা ধোঁয়াটে পরিস্হিতির সুযোগ নিয়ে অনির্দিষ্টকালের জন্য ক্ষমতা আঁকড়ে থাকা অনির্বাচিত একটা সরকারের কাছে গণতান্ত্রিক কাজ অবশ্য আশাও করা যায় না। তার ওপর আইনের মারপ্যাঁচে যাদের বড়জোর ৩ মাস ক্ষমতায় থাকার কথা তারা যখন প্রায় ২ বছর পার করছে তখন তাদের দৃষ্টি বা চিন্তা এবং বিশ্লেষণ শক্তি ঘোলাটে হয়ে যাওয়ার কথা। হয়ে যাওয়াটাই স্বাভাবিক। ওপরে যে অধ্যাদেশের কথা উল্লেখ করা আছে, স্বাভাবিক সময়ে সেরকম আইন পাস হতো জাতীয় সংসদে চুলচেরা বিশ্লেষণের পর। প্রায় দু’বছর ধরে আমাদেরকে সেই সুযোগ পাওয়ার অধিকার থেকে বঞ্চিত করে রাখা হয়েছে। জাতিকে এভাবে বঞ্চনা করাটাও শুধু সংবিধানের লঙ্ঘন নয়, মারাত্মক ছলনাও বটে। একে জনগণ কী বলবেন, অনৈতিক, নীতিহীনতা নাকি ক্ষমতার অপব্যবহার করে দুর্নীতি? এখানে উল্লেখ করা ভালো, সর্বশেষ জাতীয় সংসদের মেয়াদোত্তীর্ণ হবার পর ৯০ দিনের ভেতরে যে আরেকটি জাতীয় সংসদ নির্বাচন অনুষ্ঠান করেনি নির্বাচন কমিশন, মাননীয় হাইকোর্ট সেই ব্যর্থতাকে সংবিধানের লঙ্ঘন বলে অবিহিত করেছেন।

এই দেরি করার অজুহাত হিসেবে দেখানো হয়েছে একটা নতুন ভোটার তালিকা তৈরি করা, যাতে ভোটারদের ছবিও থাকছে। এ ভোটার লিষ্টকে নির্ভুল বলে দাবি করা হচ্ছে। এটা তৈরি করেছে সেনাবাহিনী শহরে শহরে, গ্রামে গ্রামে মুলত স্কুল শিক্ষকদের সহায়তা নিয়ে। তবে এই নির্ভুল বলে দাবি করা ভোটার লিষ্টটা আসলে কতখানি ভুল ছাড়া তা দেখা যাবে নির্বাচনের সময়। এখানে বলে রাখা দরকার, আমরা যতখানি জানি মুদ্রিত ভোটার লিষ্ট এখনো সব নির্বাচনী এলাকায় পৌঁছেনি। কাজেই এই তালিকা কতটা নির্ভুল তা যাচাই হওয়ার প্রকৃত সুযোগ এখনো আসেনি। আর এ লিষ্টের আগমনের অছিলা করেই জাতীয় সংসদ নির্বাচনকে এতদিন পর্যন্ত কেবলই পিছু হটতে হয়েছে। আর আমরা সংবিধানের সঙ্গে সাংঘর্ষিক শাসন ব্যবস্হার কবলে মৌলিক অধিকারবিহীন হয়ে পড়ে থাকলাম।

এই লেখার শুরুতেই ড. ফখরুদ্দীন আহমদের ভাষণের যে উদ্ধৃতি দিয়েছি তাতে ‘১৬ মাসের সংস্কার’ কার্যক্রম বলে একটি কথা ব্যবহার করা হয়েছে। সংস্কার বলে বর্ণিত সেসব কাজের মধ্যে একটা ছিল ‘সত্য ও জবাবদিহিতা কমিশন আইন প্রণয়ন এবং সে অনুযায়ী কমিশন প্রতিষ্ঠা করা’-এই কমিশনকে তদন্ত, বিচার এবং জরিমানা করার ক্ষমতা দেয়া হয়েছিল। গত ২৫ আগষ্ট বাংলাদেশের ৪ নাগরিক আদিলুর রহমান শুভ্র, ফরিদা আখতার, ডা. দীপুমণি ও নাসির উদ্দিন এলান ওই আইনটিকে অবৈধ ও সংবিধানবহির্ভুত ঘোষণা করার জন্য হাইকোর্টের কাছে আবেদন করেন। গতকাল মাননীয় আদালত ওই আইনটিকে সংবিধানবহির্ভুত বিধায় অবৈধ বলে রায় দিয়েছেন। আপাতত এটাই হলো এ সরকারের সংস্কারের নামে বেআইনি কাজ করার সর্বশেষ নিদর্শন। তা তো হলো, কিন্তু আমরা ভেবে পাচ্ছি না ওই কমিশন যাদের কাছ থেকে শুদ্ধির নামে টাকা আদায় করেছে সরকার সেই টাকাটা কোন আইনের অধিকার বলে তার তহবিলে রাখবে। আমরা এও ভেবে পাচ্ছি না, যারা দুর্নীতি করেছে বলে ওই জরিমানা দিয়েছিল তারা যদি এখন আমাদের সামনে এসে গলা ফাটিয়ে বলে যে, তারা একদম নির্দোষ এবং সৎ অথবা তাদের চরিত্র ফুলের মতো পবিত্র তখন আমরা তাদের কি উত্তর দেব? তদুপরি দুর্নীতি দমন কমিশন যাদের বিরুদ্ধে মামলা করে বিশেষ আদালতের রায় পেয়েছে এবং আরো যাদের বিরুদ্ধে মামলা করছে (তাদের প্রায় সবাই রাজনীতিবিদ) তারা যদি দাবি করেন যে, তাদের বিরুদ্ধে যেভাবে তদন্ত করা হয়েছে তাতে বৈধ অনুসন্ধানের চেয়ে অবৈধ পিটুনির এবং জরুরি বিধিতে গ্রেফতার হবার ভীতি বেশি কাজ করেছে তখন তাদের কথা অবিশ্বাস করার সম্ভাবনা আর কতটুকুইবা বজায় থাকল ক্ষমতাসীনদের বেপরোয়া কাজকর্মের পর।

এদিকে এ সরকার গত বছর এবং এ বছর জরুরি বিধি প্রয়োগের নামে যেসব তুঘলকি কাজ-কারবার করেছে সেই পথ ধরে নির্বাচনের জন্য দলীয় ভিত্তিতে উন্মুক্ত প্রচারের কাজ শুরু হতে না হতে বন্ধ করে দিয়েছে জরুরি আইন কঠোরভাবে প্রয়োগ করার হুমকি দিয়ে। যার ফলে ঘোষিত জাতীয় সংসদ নির্বাচন সুষ্ঠুভাবে হবার প্রক্রিয়া মুখ থুবড়ে পড়েছে। আর কথিত সংস্কারের নামে সরকার ও নির্বাচন কমিশন রাজনৈতিক দলগুলোর প্রার্থী বাছাইয়ের কাজকে ‘তৃণমুল’ পর্যায়ে পাঠানোর বন্দোবস্ত করে কালো টাকা ও পেশিশক্তির বিকেন্দ্রীকরণ করেছে তাও চাক্ষুস করা গেল গত কয়েকদিনে। সাদা চোখে দেখা যাচ্ছে এবং সহজেই অনুভব করা যাচ্ছে, এমন এতসব অপকীর্তির পর এ সরকারের দেশ শাসন করার কোনো অধিকার নেই। আর তার সঙ্গে বলা যায়, বর্তমান নির্বাচন কমিশনের আওতায় সুষ্ঠু নির্বাচন আশা করার কোনো যুক্তি অবশিষ্ট নেই।
এই পরিস্হিতি থেকে দেশকে মুক্ত করতে প্রয়োজন অবিলম্বে জরুরি অবস্হা প্রত্যাহার করা এবং গণতন্ত্র পুনঃপ্রতিষ্ঠায় প্রধান রাজনৈতিক শক্তিগুলোর তথা বড় দু’দলের মধ্যে একটি কর্মসুচি বা কর্মপ্রণালী নিয়ে ঐকমত্য, যেমন তারা করেছিল ১৯৯০ সালে ৩ জোটের ঘোষণা ও সেনাশাসক লে. জেনারেল (অব.) এরশাদের হাত থেকে ক্ষমতা হস্তান্তর ও পরবর্তী জাতীয় সংসদ নির্বাচন নিয়ে। এদিক থেকে সাবেক দুই প্রধানমন্ত্রী এবং দু’দলের নেত্রীদ্বয় বেগম খালেদা জিয়া এবং শেখ হাসিনার মধ্যে এ বিষয়ে বৈঠক ও যৌথ সিদ্ধান্ত অত্যন্ত জরুরি। (সূত্র, আমার দেশ, ১৪/১১/২০০৮)

Yankees acquire Swisher from White Sox

The New York Yankees acquired outfielder Nick Swisher from the Chicago White Sox on Thursday.

The Yankees dealt infielder Wilson Betemit and minor-league pitchers Jeff Marquez and Jhonny Nunez to the White Sox, who also sent righthander Kaneoka Texeira to New York.

“We’re excited with the addition of Nick Swisher,” Yankees manager Joe Girardi said. “We feel he has a ton of upside. He’s a patient switch-hitter, adds versatility at a number of defensive positions, including first base and the outfield, and will be a positive presence inside the clubhouse.”

The White Sox picked up Swisher in a trade with the Oakland Athletics in January, but he struggled often during his one season in Chicago. He hit just .219 with 24 homers and 69 RBI, though he still finished eighth in the American League with 82 walks. By the time the playoffs came around, he was no longer a regular part of the starting lineup.

The Yankees acquired Betemit in a midseason trade with the Los Angeles Dodgers in 2007 and hit .253 in 124 games with the club, hitting 10 homers and driving in 49 runs. The versatile veteran can play all infield positions and has even found occasional spot duty in the outfield over the last few years.

Marquez, the 41st overall pick of the 2004 draft, went 6-7 with a 4.69 ERA for Class AAA Scranton-Wilkes Barre of the International League last season, while Nunez spent most of 2008 with Class A Potomac of the Carolina League. He was just 2-8 with a 5.22 ERA while being used mostly as a starter. However, he spent parts of the season in the bullpen for Class AA Trenton and Harrisburg and performed markedly better, registering a combined 1.65 ERA over 27 1/3 innings between the two stints.

Texeira collected 20 saves for Class A Winston Salem last season, posting a 0.93 ERA with 36 strikeouts in 38 2/3 innings. He also had 15 appearances for Class AA Birmingham, going 3-2 with a 2.01 ERA.

Awkward press conference for Palin

Two hours before Thursday morning’s press conference at the Republican Governors Association — her first since the Republican presidential ticket lost last week — Alaska Gov. Sarah Palin was still scheduled to appear alone. Instead, she spoke with a row of fellow governors standing silently behind her.

Mississippi Gov. Haley Barbour told CNN producer Evan Glass that they all met at 9 a.m. — an hour-and-a-half before the press conference’s scheduled start time — and by then it had been “decided” that they’d all go out together.

An RGA official told CNN the reason for the change is a “long story.”

He said that when the governors were all at their private morning meeting, someone brought up the desire to get beyond what happened in the McCain campaign and look towards 2009 and 2010.

Then, this source said, Palin piped up and said she agreed that she didn’t want to talk about the past.

This source insists that it was then decided that the other governors in the meeting would go with her to her press conference as a “show of unity.”

The source admitted that it may not have been easy for some “big egos” to go in and stand behind her, but they knew they’d be doing so.

Not present: the conference host, Florida Gov. Charlie Crist. A Florida GOP source tells CNN “he didn’t know about it,” because he wasn’t at the morning meeting.

In another shift, Palin — who had been slated to take questions for 20 minutes or so — took just four press queries.

Apparently Adrienne Bailon’s stolen nude photos weren’t stolen at all. Adrienne’s ex was behind the leak. Jonathon Jaxson and Bailon concocted the plan to “juice up” the stolen laptop story by circulating the nude photos.

“Adrienne’s tour with Cheetah Girls will be over December 22nd, so she is then free to pursue other projects and wanted to be seen as more adult and sexy,” Jaxson said. “So after the laptop was stolen we used it as an opportunity to drum up some publicity and start speculating about nude photos, but we never expected anything to get out.”

He also states that the photos weren’t even on her laptop. Jonathon is adamant that the scandalous photos of Bailon came from her phone. Odd. She is reportedly denying leaking the photos and has been crying about it for two days.

“Adrienne has been crying for two days straight, she’s on her Cheetah Girls tour right now so she has to explain to her fans and is totally distraught. Her career is in real jeopardy,” Jaxson said, adding that they aren’t exactly friends anymore and won’t be working together in the future.

Anti gay blacklist

A movement is afoot to boycott (or “blacklist”) people working in the arts who donated to the Yes on 8 campaign.

Bud Schulberg – the writer of What Made Sammy Run? and On the Waterfront – once taught a writing class I attended. Schulberg, you may or may not know, was one of the few writers who actually testified to HUAC and gave up the names of other writers who had once belonged to the Communist party. The fifteen writers he named were put on the Hollywood blacklist. Schulberg later went on to work with Elia Kazan (another artist who named names) on On the Waterfront.

While Schulberg and Kazan went on to continue their careers, due to the blacklist and their naming names, many other writers, actors, and artists were prevented from working for fifteen years or more. However, both Schulberg and Kazan were in a bind: if they didn’t name names, their own careers would be over. And they were talented artists committed to creating stories that featured the plight of the working man. Yet they found themselves highly criticized for not having the backbone to stand up to HUAC.

After McCarthy’s downfall, HUAC itself was pronounced “unamerican” by Truman and was eventually made a mockery of in the sixties hearings of the Yippies and other sixties figures.

After the blacklist later ended, the tables turned: Kazan and Schulberg and others who had talked found themselves ostracized from Hollywood. When Kazan was awarded the lifetime achievement award in 1999, even then it still provoked much controversy.

A boycott of an organization is one thing. Organizations are political entities entirely persuadable by political pressure. Targeting individuals, however, is another matter. And I mention all this to say that I find the idea of a blacklist of individuals – for whatever reason – immensely distasteful. Persuade, cajole, bargain, complain, voice anger, write letters, “out,” call names, embarrass these people, yes, by all means. But I would caution anyone who wants to use a tool as drastic as a blacklist that attempts to damage a person’s career. Not only does it silence the response you need in order to create dialogue, and ultimately, another potential advocate. It also, as with all such political witch-hunting, tends to precipitate unfortunate results for everyone involved.

Cast of millions puts on Calif. earthquake drill

Southern Californians dropped to the ground, covered their heads and held on to the furniture Thursday for a mock “Big One” — an earthquake drill billed as the largest in U.S. history and aimed at testing everyone from state leaders to students who donned fake blood to play victim.

Local television stations interrupted their regular programming to announce the drill and covered it as they would a major earthquake, though with continual reminders that the emergency wasn’t real. Firefighters with chain saws and shovels broke through facades searching for mock victims, wading in some instances through blinding clouds of manufactured smoke.

Sirens blared at Bishop Alemany High School, a San Fernando Valley campus badly damaged by a 1971 temblor and destroyed by the 1994 Northridge earthquake.

Spanish teacher Fiorella Linares, who had been checking homework, ordered her approximately 20 students to “cover,” and they dove under desks and grabbed onto the legs of chairs.

Some of the teens giggled and joked. “I’m dying,” one shouted in mock horror.

“Don’t laugh,” Linares scolded. “You have to think about what if this really happened.”

The exercise was based on a hypothetical magnitude-7.8 temblor rupturing the southern San Andreas Fault — an event that scientists call the feared “Big One.” Such a quake would cause 1,800 deaths and $200 billion in damage, researchers estimate.

Local governments, emergency responders, schools, hospitals, churches, businesses and residents were taking part. Organizers said some 5 million people had signed up to participate.

“We’re trying to make it a communal event,” U.S. Geological Survey seismologist Lucy Jones, who helped create the crisis scenario, said before the event.

The minimum participation calls for people to dive for safety. Firefighters and other emergency responders are staging full-scale exercises complete with search-and-rescue missions and medical triaging of people posing as casualty victims.

Shortly before the fake quake struck, Alemany students lined up to receive makeup that would turn them into simulated quake victims. Fire Department workers applied fake blood, makeup and wax to create gruesome injuries.

Patricia Esguerra, 17, sported purple cheeks and a simulated gash on her forehead.

“It feels nasty but it’s for a good cause so I don’t mind,” said Esguerra, who lived through the devastating Northridge quake but remembers little about it.

The school’s football field was turned into a triage center, with students arriving with different colored wristbands indicating the severity of their mock injuries.

“It’s exciting. It’s better to be prepared. At the same time, it’s nerve-racking,” said 17-year-old Emily Loren whose head was bandaged and who had an IV attached to her arm. Firefighters took her from the area by stretcher.

Gov. Arnold Schwarzenegger arrived at the school in the late morning to survey the situation. He thanked the federal government for funding the drill and praised the various agencies who cooperated.

“The locals, the state and the federal government came together very quickly, unlike what we have seen at (Hurricane) Katrina, when it was going the other way,” Schwarzenegger said.

California is the most seismically active state in the Lower 48. Earlier this year, the USGS calculated the state faces a 46 percent chance of being hit by a 7.5 or larger quake in the next 30 years with the epicenter likely in Southern California.

Thursday’s mock quake was in a section of the San Andreas that has not popped in more than three centuries and scientists fear stress buildup could unleash a big quake in the near future.

Under the scenario, the southern San Andreas suddenly awakens near the Mexican border, sending shock waves marching toward Los Angeles and eventually stopping in the high desert. The 200-mile rupture would leave a path of destruction. Shaking would last three minutes.

Despite the known seismic risks, California has never been as organized as Japan, which holds an annual quake drill to mark the 1923 Great Kanto earthquake, a magnitude-8.3 temblor in Tokyo that killed more than 140,000 people.

Interest in the statewide exercise was initially low, Jones said, but peaked after the state was jolted by a moderate quake this summer.

Though a far cry from the “Big One,” the July magnitude-5.4 temblor centered in the hills east of Los Angeles was the strongest to rattle a populated area of Southern California since the 1994 Northridge disaster. After the shaking stopped, 400 new people signed up for the drill, Jones said.

If such a quake like the one in the drill hit, scientists say, sections of freeways would collapse, water and gas pipes would burst and certain high-rise buildings and older structures would fall.

As dire as the simulated quake seems, it’s not the worst-case scenario, scientists say. The scenario, for instance, omits the presence of Santa Ana winds, which typically blow in the fall and have the ability to whip quake-sparked fires into infernos.

The drill coincides with an annual statewide preparedness event put on by the state. Besides rehearsing for natural disasters, the state in the past has responded to simulated terrorist attacks.

It’s not all doom and gloom. Scientists plan to follow up the drill with a rally in downtown Los Angeles on Friday.
